The 60-second brief

What we are. What we are not.

What it is: The National Popular Vote Interstate Compact is an agreement among states to award all of their electoral votes to the candidate who wins the most popular votes nationwide. It activates only after participating states reach 270 electoral votes.

What it is not: A constitutional amendment. An abolition of the Electoral College. A federal law. The Compact uses authority states already have under Article II, Section 1.

Where it stands: 19 jurisdictions have enacted it, totaling 222 of the 270 electoral votes needed. Most recent: Virginia, April 2026. Six priority targets remain: Pennsylvania (19), Michigan (15), Arizona (11), Wisconsin (10), Nevada (6), New Hampshire (4).

Public support: Public Policy Polling shows 70%+ support in every state surveyed. National Gallup and Washington Post / Kaiser / Harvard polling shows the same.

Bipartisan: Co-chaired by Al Franken (D) and Michael Steele (R). Endorsed by former Senator Jake Garn (R-UT), former AG Eric Holder (D), former AZ Governor Janet Napolitano (D), Rick Tyler (R), and others.
